Permanent recruitment activity in Q3 has been much quieter than Q2 but this is due largely to market conditions and the time of year. In addition to the hiring slow down, some HR functions have initiated hiring freezes. Where recruitment is still taking place, the sign off process is taking far longer than in previous quarters and approval must be obtained much further up the reporting line.
